An Energy Performance Certificate (EPC) is required by law when marketing a property with three or more bedrooms (and from 14 December 2007 EPCs are required for the marketed sales and leaseholds of all existing dwellings) as part of the Home Information Pack (HIP).A Domestic Energy Assessor (DEA) carries out the inspection and compiles the EPC.
